Longer term and diverse programmes of work may be better suited to appointments through formal frameworks. These frameworks are highly flexible and make procurement easier, quicker, and more cost effective for you.

We are a leading supplier to several national and regional frameworks, each of which has been competitively tendered in open market conditions.

Public Sector Frameworks

A selection of our current frameworks is listed here. Please contact us to discuss which options best suit your project requirements.

  • We were appointed to the Procure Partnerships four-year framework in September 2020. The framework has been built to be flexible, giving you a choice of single stage or two stage procurement options and up to 8 forms of call off contract. Procure Partnerships is structured around 11 regional framework lots, providing local delivery with national governance (NE, Yorkshire, NW, West Midlands, East Midlands, East of England, North Wales, South Wales, London, SE, and SW).

    The Procure Partnerships Framework is open to public sector bodies including:  schools and academies, colleges and universities, government departments, NHS bodies, leisure providers, libraries and museums, emergency services, local authorities, housing associations, health and social care, and registered charities.

    We have been appointed to deliver the following services under this framework for all 11 regions: Project Management, Quantity Surveying, Architectural and Landscape Design, Structural and Civil Engineering, Building Surveying, Principal Designer, MEP Design, and Sustainability and Environmental.

  • We were appointed to the ESPO (Eastern Shires Purchasing Organisation) framework in January 2018 on a three-year framework. ESPO is one of the UK's largest Professional Buying Organisations (PBO). It is a customer-focused organisation owned by the public sector. They work with and for: local authorities, central government agencies and ministries, the NHS and health trusts, emergency services, the education sector, registered charities, registered social landlords and housing associations.

    ESPO frameworks fall into three categories: call-off frameworks, further competition frameworks and frameworks which include both a call-off and a further competition option.

    We are appointed to Lot 1 Property & Buildings and Lot 2 Infrastructure. Our team have been appointed to deliver the following: Project Management, Quantity Surveying, Cost Consultancy, Architectural, Interior and Landscape Design, Structural and Civil Engineering, Building Surveying, and Principal Designer services.

  • We were appointed onto the four-year Professional Services Framework in April 2020. The Pagabo Dynamic Purchasing System provides an EU compliant procurement system for a wide range of small works up to £1,000,000. Pagabo Frameworks can be used by most organisations across the UK, both within the public and private sectors.

    The framework can be used to undertake further competition for the project or to appoint a contractor directly.

    We are appointed under the following lots: Lot 3 Structural; Lot 6 Building Services; and Lot 8 Landscape.

  • We were appointed to the NHS Shared Business Services Framework in April 2018 for a four-year agreement. NHS Shared Business Services are the market leader in business support services for the NHS. The framework has 111 NHS providers and arm's-length bodies, and every NHS commissioning organisation in England. Framework agreements are designed to ensure ease of access and offer a compliant route to market for NHS and public sector organisations.

    Our team has been appointed to all lots and services delivered under this framework, including Project Management, Quantity Surveying, Architectural Design, Structural and Civil Engineering and Building Surveying.

  • We are an accredited Bloom supplier. This accreditation enables any member or associate member of the North East Procurement Organisation (NEPO) to request a proposal or call off our services through the Nepro solution for Architecture, Mechanical and Electrical Design, and Costing and Estimation Services.

    Bloom are able to offer buyers a choice from a wide range of large and small suppliers on a flexible and collaborative basis. Other benefits include: free to use for client organisations, clients can either direct award or run mini-competitions, and the supplier accreditation process ensures all standard documentation is delivered.
